This document sets out important matters for you to check before applying for HD TELECOM telecommunications services, including charges, communication quality, identity verification, cancellation and traffic management. Where a plan has its own conditions, what is shown on the application screen, price list or product page takes precedence.

2. Services Provided
We provide data SIMs and eSIMs, the sale and rental of pocket WiFi devices, and related services. The network type, coverage, data allowance, usage period, compatible devices and other details are shown on each product page.
Data-only SIMs, eSIMs and pocket WiFi devices cannot be used for voice calls or emergency calls (110 for police, 118 for the coast guard, 119 for fire and ambulance).
3. Charges and Initial Costs
Monthly charges, initial fees, device charges, SIM/eSIM issue and reissue fees, shipping fees, costs that arise on cancellation and any other amounts you pay are shown on the application screen and price list for each plan.
Consumption tax: for contracts whose order date (Japan time) is on or after September 30, 2026, the monthly charge of monthly plans (monthly data SIMs, monthly eSIMs and pocket WiFi) and the plan price of the 12-month prepaid SIM are shown excluding consumption tax, and consumption tax (10%) is added when you pay. Consumption tax is calculated per line or device on the tax-excluded amount (for the first monthly charge, the amount after the pro rata calculation described below), with amounts under ¥1 rounded down. Product pages and price lists show the tax-included price alongside the tax-excluded price, and the application screen and final confirmation screen show the total amount you pay, tax included. The monthly charge from the second month onwards, and for the month in which the contract ends, is likewise the tax-excluded monthly charge plus consumption tax. The administration fee, the purchase price of the pocket WiFi device, the SIM/eSIM reissue fee and the cancellation fee (¥3,300 for contracts whose order date is on or after October 5, 2026; for earlier contracts, see section 10 below) are fixed amounts that already include tax, and no consumption tax is added to them. The rental deposit is refunded after you return the device, and no consumption tax is added to it. The charges of contracts ordered before September 30, 2026 are not changed by this provision and remain the tax-included amounts shown when you applied.
Shipping: free (within Japan)
Other required costs: bank transfer fees (paid by you). Cash on delivery fee: free (at present). Pocket WiFi device: ¥9,900 (tax included) if you buy it, or a ¥5,000 deposit (a refundable deposit, so no consumption tax applies; refunded after the device is returned, less any deductions explained in the rental device return rules) if you rent it.
Administration fee: ¥3,300 (tax included; ¥3,000 excl. tax) per SIM, eSIM or pocket WiFi line when you sign up. It is not charged for the 12-month prepaid SIM. SIM/eSIM reissue fee: ¥3,300 (tax included).
First monthly charge for monthly plans (monthly data SIMs, monthly eSIMs and pocket WiFi): the billing start date is your order date (Japan time), and the monthly charge from the order date to the last day of that month is calculated pro rata on a daily basis (monthly charge × the number of days left in the month, including the order date ÷ the number of days in the month; amounts under ¥1 are rounded down; calculated per line or device, then multiplied by the number of lines or devices). If your order date is on or after the 25th, the full monthly charge for the following month is added. The first monthly charge covers the period from the order date to the last day of that month (or to the last day of the following month if your order date is on or after the 25th). If your order date is on or after September 30, 2026, the monthly charge above is the tax-excluded amount, and the first monthly charge (tax included) is the pro rata amount (or, if your order date is on or after the 25th, the pro rata amount plus the full monthly charge for the following month) plus consumption tax (10%; amounts under ¥1 are rounded down). You pay the first monthly charge in your first payment, together with the administration fee and any other costs shown when you apply. This does not apply to the 12-month prepaid SIM.
Example: if you apply for one line on a plan with a monthly charge of ¥3,000 (tax excluded), an order on November 10 has a first monthly charge of ¥2,310 (tax included: ¥3,000 × 21 days ÷ 30 days = ¥2,100, plus ¥210 consumption tax), and an order on November 25 has a first monthly charge of ¥3,960 (tax included: ¥600 for 6 days + ¥3,000 for December = ¥3,600, plus ¥360 consumption tax).
4. Payment Methods and Timing
You can pay by bank transfer or cash on delivery (paid when your SIM card or pocket WiFi device is delivered). The payment timing for each method is shown on the application screen. For recurring charges, the billing date and renewal date are shown before you apply and on the final confirmation screen.
Monthly charges from the second month onwards (that is, from the month after the period covered by the first monthly charge): please follow the payment notice we email you on or after the 25th of each month, and pay the full monthly charge for the following month (for all your lines or devices) by bank transfer by the last day of the current month. When you make the transfer, please enter your order number before your name in the sender name field, as you did for your first payment. Discounts from discount codes apply to the first payment only. If a payment notice is sent late, the due date is 10 days after the day it is sent. A notice is sent late if fewer than 4 days, counting the day it is sent, remain until the normal due date (the last day of the month before the month being billed), or if it is sent after the normal due date has passed. For contracts whose order date is on or after September 30, 2026, the monthly charge from the second month onwards is the tax-excluded monthly charge plus consumption tax (10%; calculated per line or device, with amounts under ¥1 rounded down).
Late payment: if we still cannot confirm your payment 3 days after the due date, we will email you again. If we cannot confirm your payment, we may suspend the service.
5. Service Start and Delivery
eSIM: if we confirm your payment during business hours (10:00–19:00, excluding Wednesdays and Sundays), we normally email you the QR code and setup information the same day. Payments made outside business hours or on days we are closed are handled on the next business day.
SIM cards and pocket WiFi devices: we ship after confirming your payment (for cash on delivery, after confirming your order), and delivery within Japan normally takes 1–3 business days.
Delivery may be delayed because of stock availability, shipping, screening or other reasons.
6. Identity Verification
To prevent fraudulent use and to verify identity where the law requires it, we may ask you to submit images of the front and back of your identity document, an image showing both you and your identity document, your name, your address in Japan, your email address, your contact details and other necessary information. Services with voice calls or SMS are not provided until identity verification under the applicable laws and our own procedures has been completed.
Only people aged 18 or over may apply for or use our services.
7. Speed and Quality
Our services are provided on a best-effort basis. Maximum speeds are not a guarantee of actual speeds. Speed and quality vary depending on location, time of day, signal conditions, device, network congestion, the sites you connect to and other factors.
8. Data Allowances and Traffic Management
Data caps, speeds after the cap is reached, top-ups, usage periods and other details are shown for each plan. If we offer an unlimited plan and manage its traffic for stable network operation, fair use or other reasonable purposes, we will make those conditions clear before you apply.
9. Coverage and Compatible Devices
Coverage depends on the network coverage area of the carriers whose networks we use. Please check compatible devices, frequency bands, APN settings and other details on the product page. Even with a compatible device, you may not be able to connect in some environments.
10. Order Cancellation, Returns and Contract Cancellation
For mail-order purchases, the conditions for withdrawing an application, returns, order cancellation and contract cancellation are as shown for each product and service.
Cancellation before shipping (for eSIM, before the QR code is issued): we refund the full amount. After shipping (for eSIM, after the QR code is issued), we cannot accept cancellations, returns or refunds for personal reasons (except for defects on arrival or delivery errors attributable to us).
Minimum term: for monthly data SIMs, monthly eSIMs and pocket WiFi, 6 months under contracts whose order date (Japan time) is on or after October 5, 2026, and 12 months under contracts whose order date is on or after September 29, 2026 and before October 5, 2026 (2 months for the Rakuten network 300GB plan, whether SIM or eSIM). The month containing the billing start date counts as the first month (for example, for a contract subject to the 6-month term, if the order is placed on October 10, the 6th month is March of the following year). Cancellation fee if you cancel within the minimum term (that is, if the contract end date falls before the last day of the final month of the minimum term): ¥3,300 including tax (¥3,000 excluding tax) for contracts whose order date is on or after October 5, 2026, and ¥9,500 including tax for contracts whose order date is on or after September 29, 2026 and before October 5, 2026 (in each case per line or device; no cancellation fee for the Rakuten network 300GB plan). Contracts whose order date is before September 29, 2026 have no minimum term and no cancellation fee (Supplementary Provisions of the Terms of Service). The minimum term (12 months) and the cancellation fee (¥9,500) of contracts whose order date is on or after September 29, 2026 and before October 5, 2026 are not changed by the revision of October 5, 2026. Even if you cancel within the minimum term, we will not charge any penalty or other damages, and the only amount you will be asked to pay is the cancellation fee stated above (¥3,300 [tax included; ¥3,000 excl. tax] for contracts whose order date is on or after October 5, 2026, or ¥9,500 [tax included] for contracts whose order date is on or after September 29, 2026 and before October 5, 2026). After the minimum period, the contract continues automatically month by month until you ask to cancel.
Payment of the cancellation fee: once we have accepted your request to cancel, we will bill you by email. Please pay by bank transfer by the contract end date. However, if fewer than 10 days, counting the billing date, remain from the billing date to the contract end date (including where we bill you after the contract end date has passed), please pay no later than 10 days after the billing date.
12-month prepaid SIM: there is no minimum term and no cancellation fee. If you cancel partway through the usage period, we do not refund the charge for the unused period. It does not renew automatically when the usage period ends.
Return deadline for rental devices: the device must reach us within 10 days of the contract end date. Return method: by post (you pay the return postage). Please return the device itself together with the accessories we sent with it (charging cable, AC adapter if included, box and anything else packed with it), in the condition in which you received it. Before shipping, we photograph and record the condition of the device, and we use this record as the basis for checking it when it comes back. If the device is damaged or an accessory is missing when you receive it, please tell us promptly; in that case the damage will not be deducted from your deposit. After we receive the device and check that it works, we refund the ¥5,000 deposit by bank transfer within 14 days. The refund is ¥5,000 minus the following: (1) any unpaid charges; (2) if the returned device is damaged or an accessory is missing, the actual loss (the actual cost of repair or replacement, up to the amount of the deposit). Examples: a cracked, chipped or broken screen or body; a device that does not turn on or does not work properly; water damage; unauthorized disassembly or modification; a missing charging cable, AC adapter, box or other accessory; (3) the actual bank transfer fee for the refund (paid by you). If the device is not returned by the deadline or is lost, the cost of replacing it is more than the deposit, so we keep the whole deposit to cover the loss and do not refund it.
How to cancel: contact us by email (support@hdtelecom.jp) or phone (03-6789-8553, hours: 10:00–19:00 Japan time; closed Wednesdays and Sundays). If you contact us by the 15th of the month, your contract ends on the last day of that month. If you contact us on or after the 16th, your contract ends on the last day of the following month. The date of your notice is the date (Japan time) on which we receive your email or take your phone call. The monthly charge for the month in which the contract ends is a full month's charge and is not calculated pro rata (if that month falls within the period covered by the first monthly charge (other than the Transition Month defined in the Supplementary Provisions of the Terms of Service), you pay no further monthly charge for that month beyond the first monthly charge; if that month is the Transition Month defined in the Supplementary Provisions of the Terms of Service, the monthly charge for that month is governed by those Supplementary Provisions). However, if, with our agreement, the contract end date falls partway through a month, the monthly charge for that month is calculated pro rata on a daily basis (monthly charge × the number of days of use in that month ÷ the number of days in the month; amounts under ¥1 are rounded down), and if you have already paid it, we will refund the difference by bank transfer. For contracts whose order date is on or after September 30, 2026, this pro rata calculation is made on the tax-excluded monthly charge, and the monthly charge for that month (tax included) is the pro rata amount plus consumption tax (10%; amounts under ¥1 are rounded down). You do not need to return the SIM card when you cancel.
11. Rental Devices
Rental devices are devices that we have purchased and manage in our name, or other devices that we are legally able to lend. Please look after them properly and return them by the specified deadline when the contract ends. Charges for loss, damage, missing accessories or non-return: the actual loss is deducted from the deposit (¥5,000), up to the amount of the deposit (if the device is lost or not returned, the cost of replacing it is more than the deposit, so the whole deposit is applied and not refunded).
12. No Resale
Without our prior consent, you may not resell, commercially resell, transfer or sublet the services, SIMs/eSIMs, rental devices or similar to a third party, or let a third party use them in your name.
13. Suspension and Termination by Us
If charges are unpaid, identity verification is incomplete, false information has been given, there is fraudulent use or resale, there is a serious effect on the network, or any other ground set out in the Terms of Service applies, we may suspend the service or terminate the contract.
